Ukraine in Talks with Azerbaijan for New Gas Deliveries Ahead of Winter

AUGUST 18, 2025

Ukraine is advancing negotiations with Azerbaijan for additional natural gas supplies, with the goal of securing deliveries before the upcoming heating season, according to the country’s Energy Minister Svitlana Hrynchuk, as reported by Interfax Ukraine.

Hrynchuk confirmed ongoing discussions with Baku not only on direct gas imports but also on enabling foreign companies to utilize Ukraine’s underground gas storage facilities. She further noted that both parties are showing interest in collaborative energy development within the framework of the Ukrainian-American Reconstruction Fund.

“We are in active negotiations, and the Azerbaijani side has shown interest,” Hrynchuk said, adding that the aim is to finalize a new agreement in time for the winter season.

In addition to securing supply contracts, Ukraine is working with international partners on technical consultations aimed at expanding the involvement of foreign states in its gas storage infrastructure. Talks are also underway on potential extraction projects supported by the Reconstruction Fund.

This comes after Naftogaz Group announced its first-ever gas purchase agreement with SOCAR Energy Ukraine, a subsidiary of Azerbaijan’s state oil company SOCAR, at the end of July 2025. A test shipment via the Trans-Balkan pipeline—passing through Bulgaria and Romania—was recently initiated, marking the first use of this corridor for Azerbaijani gas deliveries to Ukraine.

Naftogaz CEO Serhiy Koretsky described the pilot shipment as modest in volume but emphasized its strategic significance for long-term bilateral cooperation in the energy sector.
