A new information system is being created in Azerbaijan to ensure the efficient use of energy resources and energy efficiency.
According to Trend, this innovation is reflected in the amendments to the Law “On Efficient Use of Energy Resources and Energy Efficiency,” approved by President Ilham Aliyev.
Under the law, the institution designated by the relevant executive authority will perform the following functions through the Energy Efficiency Information System:
It was noted that, except for information restricted under the Law “On Access to Information,” all data entered into the system will be open to the public. The protection and use of the information will be carried out in accordance with the requirements of the laws “On Information, Informatization and Protection of Information,” “On State Secrets,” “On Personal Data,” and “On Electronic Signature and Electronic Document.”
The relevant institution must approve the statute of the Energy Efficiency Information System and form and approve the list of economic entities and non-residential buildings subject to mandatory energy audits based on defined criteria. The list will include data on energy consumers (name, surname, TIN, address, field of activity, annual energy consumption volume for legal or natural persons) and non-residential buildings (purpose, number of floors, area, information about the owner).
The creation of the system, in line with international best practices, aims to monitor the implementation of state policy in the field of energy efficiency, ensure monitoring, evaluation, and accountability of implemented measures.
The launch of the electronic platform will contribute to more effective fulfillment of state tasks in the field of energy efficiency, expansion of opportunities for citizens to cooperate with relevant institutions, increased transparency of information, and strengthened control over the implementation of legislation.
Through the system, applications for obtaining qualification certificates for energy auditors will be accepted, the register of auditors and energy audit organizations will be maintained, and entities involved in energy production, supply, and consumption will submit their reports. The publicly accessible part will include awareness-raising materials on energy efficiency, an energy savings calculator, statistical data, and other useful resources for the population.
President Ilham Aliyev has signed a corresponding Decree on the implementation of the law.
