World Bank Considering Financing Gas Leak Detection and Repair Project in Azerbaijan

The World Bank is exploring the possibility of supporting the “Azerigas Gas Leak Detection and Repair Facility” project in Azerbaijan.

According to information from Trend citing the Bank, the main objective of the project is to reduce methane emissions resulting from leaks in the gas distribution network managed by “Azəriqaz,” as well as to strengthen the company’s capacity in the area of asset management.

The total financing volume of the project amounts to 15 million US dollars. The project approval is scheduled for April 23, 2026.

Within the framework of the project, a financial mechanism managed by the parties will be established for the detection and repair of gas leaks in “Azəriqaz”’s gas distribution system. This mechanism will be launched with an initial grant allocated from the “Global Flaring and Methane Reduction Partnership” (GFMR) Trust Fund. The grant recipient and holder of the grant accounts will be SOCAR, while “Azəriqaz” will act as the sole beneficiary and the implementing entity responsible for the day-to-day execution and management of the project. Funds for agreed measures on gas leak detection and repair, aimed at phased reduction of methane emissions, will be directed from SOCAR to “Azəriqaz.”

The project will be based on the experience of the pilot program implemented in Baku to establish a baseline for gas leaks at “Azəriqaz.” Repair works will be proposed and carried out by “Azəriqaz” in accordance with pre-agreed compliance criteria. Prioritization of measures will take into account cost, complexity, degree of impact, and other relevant factors to ensure maximum emission reduction per dollar spent.

In addition, in the initial and subsequent phases, GFMR funds will be directed toward strengthening “Azəriqaz”’s capacity in monitoring, reporting, and verification of emissions in accordance with the OGMP 2.0 standard.
