MAY 01, 2026

The 12th meeting of the Working Group on coordination and monitoring of the application of green technologies and energy efficiency in the territories liberated from occupation was held at the Ministry of Energy.

According to information provided to Renewables by the Ministry, the Deputy Minister of Energy spoke about the large-scale restoration and construction work carried out in the liberated areas based on relevant decrees and instructions of President Ilham Aliyev. Information was provided about residential settlements, social infrastructure, and energy facilities that have been commissioned or had their foundations laid since the previous meeting. It was noted that within the framework of green energy technology implementation, the construction of a substation at the “Shafag” Solar Power Plant in Jabrayil has been completed, and the installation of solar panels has now begun. It was also reported that the implementation of the “Shams” and “Ufuq” solar power plant projects, each with a capacity of 50 MW, continues, and measurement and monitoring work is ongoing in Kalbajar to prepare for the construction of a 240 MW wind power plant.

The meeting heard reports on the implementation of decisions adopted at the previous meeting of the Working Group and the results of monitoring the application of green technologies and energy efficiency. The outcomes of monitoring carried out in Zangilan and Kalbajar cities, as well as in the villages of Mammadbeyli, Jahangirbeyli (Zangilan district), Horovlu, Soltanli, Shukurbeyli (Jabrayil district), Zar (Kalbajar district), Sugovushan, Chapar, Hasanriz, Vangli, and Kolatagh (Aghdara district), were reviewed. Information was provided on the current status of rooftop solar panel installation and the procedure for registering citizens as prosumers (active consumers). It was reported that to date, solar panels with a total capacity exceeding 7,000 kW have been installed in more than 2,000 individual residential houses, as well as public and social buildings, in the liberated territories, alongside over 7,000 LED-based lighting fixtures. Forty percent of the lighting fixtures (approximately 3,000 units) are solar-powered hybrid systems.

The meeting also included discussions on gas and heating supply in residential complexes. At the conclusion of the discussions, an agreement was reached to take appropriate measures to implement the proposed recommendations.
