In Azerbaijan, construction of a new overhead power transmission line as part of the AZURE project is scheduled to begin in the second quarter of 2026 and be completed by the fourth quarter of 2027. This information is provided in the Resettlement Action Plan (RAP) for the project.
The said plan has been prepared under the Azerbaijan Renewable Energy Expansion Project (AZURE), specifically for sub-component 1.2. This sub-component entails the construction of a new 235 km long, 500 kV single-circuit overhead transmission line from the Azerbaijan TPP substation to the Navai substation. The project is financed with the support of the World Bank.
The project includes:
Construction of a new substation called "Navai";
Construction of new transmission lines: "Alat FIZ (AFEZ) — Navai" (22 km), "Absheron TPP — Navai" (65 km), "Absheron TPP — Gobu PS" (19 km) – three lines with a total length of 106 km.
The World Bank will finance the following components:
Component 1: Grid connection of the Absheron–Garadagh wind power plant and expansion of the transmission network (18.6 million for contingencies), comprising two sub-components:
Sub-component 1.1: Connection of Absheron–Garadagh WPP and 330 kV network expansion ($33.8 million);
Sub-component 1.2: 500 kV network expansion ($134.6 million).
The current Resettlement Action Plan has been prepared for the "Azerbaijan TPP — Navai" (235 km, 500 kV) line only. A separate plan will be prepared for the other lines supported by the project.
The route of the line will pass through eight districts located in the central and eastern parts of Azerbaijan – Agdash, Aghsu, Goychay, Hajigabul, Ismayilli, Mingachevir, Shamakhi, and Yevlakh. This route covers 64 settlements and 44 non-residential areas (pasture lands), totaling 110 locations. The line will mainly run through flat agricultural areas.
The total servitude area across the eight districts is approximately 8.13 million square meters. Of this, 51% is privately owned land, 40% is state land, and 9% is municipal land.
The project will affect 1,114 private land owners, 22 formal leaseholders, and 11 business entities whose land plots or assets fall within the area where support structures are located or within the permanent servitude corridor. Informal users of state and municipal lands who are entitled to compensation under ESS5 standards, regardless of their legal status, have also been identified.
The project completely excludes physical relocation: no residential buildings fall within the project implementation zone, and no population displacement is required. The impact will be purely economic – limited to restrictions on land use, temporary access losses during construction, and loss of agricultural crops, trees, and in some cases non-residential structures.
